Government Relations

Lasting Relationships Built On Trust. Unmatched Insights Built On Experience.

The cornerstone of our Government Affairs Practice is Manfred Ohrenstein, prominent New York attorney and former Minority Leader in New York State Senate. Fred serves as a strategic consultant and government affairs representative for large and medium-sized companies involving their federal, state and local governmental issues. A veteran of state government, Fred has built a network of relationships built on trust and respect throughout all levels of government.

“One of Fred’s specialties is getting people on the federal, state and local levels of government to talk with each other and recognize common agendas. Fred has been extremely helpful to us in that respect.” – John Oster, President of Edgemere Development, Inc.

It is a rare business or industry that is not impacted by legislation, regulations, or other public policy decisions. It is rarer still to find counsel with the relationships, insight, and trusted judgment that will get things accomplished when interaction with or action by the government is required to address critical business concerns.

“Fred is very solution-oriented; he’s always asking: “How do I solve this problem? How can we get to a resolution and conclude this matter?” – Warren Haber, Chairman and Chief Executive Officer of Founders Equity

Ohrenstein & Brown practices before the United States Congress, The New York Governor’s Office and State Legislature, the New York City Government and City Council and local governments (County, City, Town, etc.) and their agencies throughout the State of New York. We have successfully assisted in obtaining government sponsored job and economic development grants to engineering, construction and private equity companies and assisted with regard to large and medium sized infrastructure projects before the Port Authority of New York and New Jersey, the Metropolitan Transit Authority (“MTA”), the Lower Manhattan Development Corporation and the New York State Thruway Authority on projects relating to the Tappan Zee Bridge, Lower Manhattan Redevelopment and the MTA Capital Plan. We have particular experience with Public-Private Partnerships and Design Build Projects, and have represented a private equity firm regarding the “carried interest” issue before the United States Congress. We directly represented the MTA before the Legislature regarding the renewal of its Capital Plan in 2005 and the 2005 Transportation Bond Issue. We also represented the City University of New York before the Legislature on funding and organizational issues. We have appeared before Regulators at the U.S. Departments of Agriculture, Housing & Transportation and the New York State Departments of Transportation, Health, Housing and Community Renewal and the New York City Departments of Housing, Transportation, Health and Rent Regulation.

“Fred is very effective in dealing with regulators. He gets the issues and presents them in the right way. He always gets a good reception and makes good points. With Fred, it’s not just who he knows – though he does know a lot of people – it’s what he knows that makes the difference.” – Terence L. Kelleher, President and CEO of Combined Coordinating Council, Inc.

Knowing How Government Works Means Knowing How To Get Things Done

Over the years, our team has held prestigious elected and appointed positions, giving us a rare understanding of the competing political issues and incentives that can influence your critical business activities. By leveraging this understanding with ur vast contacts base and long-standing political relationships, Ohrenstein & Brown achieves positive outcomes for our diverse clients in numerous business sectors.

“Fred is relentless and also very difficult for people to say “no” to. He’s kind of like a guided missile in some respects; if you point him in the right direction and give him enough information and background as to your goals and issues, he’s very adept at getting people who might otherwise be recalcitrant or feel some inertia to actually pay attention and make decisions that benefit our projects.” – John Oster, President of Edgemere Development, Inc.

The core of our government practice is our ability to understand not only the needs of businesses seeking access to the political and governmental arenas but also the underlying needs of government and its respective constituencies. This crucial understanding of both business and politics has made Ohrenstein & Brown a well-respected thought leader and political fixture for more than 30 years.

“The hallmark of a good lawyer is how effectively they get things done. O&B gets things done.” – Terence L. Kelleher, President and CEO, Combined Coordinating Council, Inc.
